The "reset" of relations between Russia and the US has led to improved bilateral relations between our countries, however, as President Obama has noted, our economic relationship is less robust than it should be--Russia is our 37th largest trading partner, lagging far behind other countries.

Russia has declared a goal of joining the World Trade Organization this year.  Ms. Hafner and her team are engaging with Russia on the controversial 2010 Russia-Kazakhstan-Belarus Custom Union, IPR issues, barriers to US agricultural exports and IT products that contain cryptographic capabilities.

Ms. Hafner joined USTR in 2006 and spent two and half years as lead US negotiator on the WTO accessions of a number of applicant countries in Central Asia, south eastern Europe and North Africa. She now serves in the Office of Europe and Middle East where her portfolio includes Russia, Ukraine, Belarus and Moldova.

Prior to joining USTR, Ms. Hafner was a partner in the law firm of Powell, Goldstein in Washington, DC, and served in the General Counsel’s office of the US International Trade Commission where she advised the Commission antidumping and countervailing duty investigations.

Ms. Hafner holds a BA in History from University of California, Berkeley, a JD from Boston University School of Law and a Master of Law and Diplomacy from The Fletcher School of Law and Diplomacy.
